Abstract

Among the types of worship, zakat has a special face because the combination of God's rights and human rights in it, as well as the mixing of two individual and public aspects, has given it a privileged position; Throughout the history of jurisprudence, the view of the jurisprudence of zakat has been mainly individualistic. But after the Islamic revolution, the ineffectiveness of an individual approach to zakat became more obvious. Therefore, efforts were made by experts to make the jurisprudence of zakat look like a government. Despite this, little research has been done on the philosophical and methodical analysis of the evolution of the individual view to the governmental approach in the field of zakat jurisprudence. This research, which was carried out in a descriptive and analytical method, shows that zakat is basically a purely sovereign establishment, but the background conditions turned it into a private institution, therefore, by using the philosophical foundations governing zakat jurisprudence, It is possible to once again govern the governmental approach and then to make this philosophical view concrete, the idea of centralized aggregation and balanced distribution of zakat and its operational model was presented.
